Approximated estimates for the share of gross final consumption of renewable energy sources, 2024

The EU formally adopted an update of the Renewable Energy Directive (EU) 2018/2001 in October 2023 that, among other measures, increases the binding 2030 target from 32% to 42.5%, with the aim of achieving 45%.

Since early access to the most recent information on the growth of RES is relevant for all stakeholders, the EEA and its European Topic Centre for Climate Change Mitigation and Energy (ETC/CME) produce each year a set of early estimates concerning the RES shares achieved by the countries and the EU as a whole in the previous year. The current data set concerns the EEA 2023 RES share proxies. The cut-off date for most data sources incorporated in the calculation of the approximated RES shares is 31 August of the publication year.

This current data set concerns the EEA 2024 RES share proxies. The RES share proxy data are presented per Member State and for the European Union as a whole, as total RES share (Total RES share proxy), share of renewable sources in gross final electricity consumption (RES-E proxy), share of renewable sources in gross final heating and cooling energy consumption (RES-H/C proxy) and share of renewable sources consumed in transport (RES-T proxy). Each year, the EEA RES share proxies form the basis of a specific EEA country consultation. Where reported by countries before or during consultation, national data are used. Nevertheless, the proxy data do not substitute the data that countries officially report to Eurostat and to the European Commission in the context of their legal obligations. Please also note that the EEA RES share proxy results follow specific calculation provisions in place under Directive (EU) 2018/2001.

Statement

The general methodology applied for approximating RES values in the year t-1 is described in the Renewable energy in Europe – Approximated recent growth and knock-on effects 2015 EEA report. Confidence in the estimated RES share proxy values is greatest in the electricity sector. The dynamics in the renewable heating and cooling market sector may be underestimated, because the available data are more limited in this sector. Finally, the specific accounting rules in Directive (EU) 2018/2001 concerning renewables consumed in transport are difficult to replicate. Despite these challenges, the estimation of RES share proxies yields plausible results in most cases and should be further improved, especially if more timely information and data that are relevant for the estimations become available. This dataset is based on EEA estimates and data reported by Member States during Eionet consultation.
