CLCplus LULUCF Instance 2018 - Present, (raster 100m), Europe, yearly

This metadata refers to the CORINE Land Cover Plus Land Use, Land-Use Change and Forestry Instance (CLCplus LULUCF Instance), an annually updated, pan-European, spatially consistent and seamless geospatial proxy for land use reporting under the LULUCF regulation. The product is delivered as a single raster layer with a spatial resolution of 100 m, derived from multiple pan-European Copernicus Land Monitoring Service (CLMS) high resolution input datasets. The LULUCF Instance is available for the reference years 2018, 2021, 2022 and 2023, with production moving to an annual update cycle starting from the 2021 product.

Each raster cell represents a dominant LULUCF land-use class, assigned according to thematic and spatial rulesets implemented during the extraction process. While each pixel corresponds primarily to one of the six main LULUCF land use categories - forest land, grassland, cropland, settlements, wetlands, and other lands - the dataset further differentiates these categories into sub classes, resulting in a total of 27 classes. This classification structure supports greenhouse gas reporting and other applications within the LULUCF sector by providing a harmonised and policy relevant representation of land use across Europe.

It is crucial to understand that this product is fundamentally different from other CLMS products, as it is not based directly on satellite image classification or visual interpretation. Instead, it is produced through the combination and integration of existing CLMS data layers. Consequently, the dataset does not introduce fundamentally new information; rather, its novelty lies in the expert driven integration of multiple sources to produce a LULUCF oriented land use representation.

The Copernicus component is governed by Regulation (EU) No 2021/696 of the European Parliament and of the Council of 28 April 2021 establishing the Union Space Programme and the European Union Agency for the Space Programme and repealing Regulations (EU) No 912/2010, (EU) No 1285/2013 and (EU) No 377/2014 and Decision No 541/2014/EU. Within the Copernicus component, a portfolio of land monitoring activities has been delegated by the European Union to the European Environment Agency (EEA) and the DG Joint Research Centre of the European Commission.



The Copernicus land monitoring products and services are made available on a principle of full, open and free access, as established by the Commission Delegated Regulation (EU) No 1159/2013 of 12 July 2013.



Free, full and open access to the products and services of the Copernicus Land Monitoring Service is made on the conditions that:



1. When distributing or communicating Copernicus Land Monitoring Service products and services (data, software scripts, web services, user and methodological documentation and similar) to the public, users shall inform the public of the source of these products and services.



2. Where the Copernicus Land Monitoring Service products and services have been adapted or modified by the user, the user shall clearly state this.



3. Users shall make sure not to convey the impression to the public that the user's activities are officially endorsed by the European Union.

CLCplus LULUCF Instance



Input data:

The dataset is not derived directly from classified satellite imagery, but instead by a rule-based combination of existing land use and land cover data (largely CLMS), using CLCplus Core as a system of production. The input data for the LULUCF instance is therefore not Satellite imagery, but instead thematic operational land use and land cover products. The input datasets are ingested, the input classes mapped to the EAGLE system, and the extraction rules applied on the available EAGLE elements. A total of 14 input datasets is used, largely CLMS VLCC and NVLCC data, but also CLCplus BB, CLC, and CLMS hotspot monitoring products. The only non CLMS dataset used in EFIS data. The details of which datasets (from which reference years) are used for which product can be found in the VersionLog document.



Training and test data:

This is not applicable, since the product is not directly a product of a satellite image classification. Training and test data was used for production of the 14 original input datasets and is documented for these datasets.



Classification:

This dataset is not the result of a satellite image classification, but of a rule-based combination of EAGLE elements in the CLCplus Core system. The EAGLE elements are derived from the ingestion of 14 separate existing operational, largely CLMS, land use and land cover thematic products.

The extraction rules used for the production are implemented and executed in the CLCplus Core online platform. They are documented in detail in the "ruleset" document (Excel), separately for each of the mapped classes, showing in detail the rules that implement which elements from which input data are combined in what way.



Postprocessing:

Since the dataset is not the result of a standard Satellite imagery classification, but instead a rule based combination of existing products, post processing is not applied to the resulting 100m grid product, except for the clipping of the dataset to country boundaries to allow for national products.
