Greenhouse gas emissions under the Effort Sharing Legislation, 2005-2023

The Effort Sharing legislation covers greenhouse gas (GHG) emissions from domestic transport, buildings, agriculture, small industry and waste, and accounts for more than 60 % of total EU GHG emissions.



For the period 2013-2020, the Effort Sharing Decision established annual greenhouse gas emission targets for Member States, using global warming potentials (GWPs) from the Fourth Assessment Report (AR4) of the Intergovernmental Panel on Climate Change (IPCC) and excluding NF3 emissions. For the period 2021-2030, emissions are regulated by the Effort Sharing Regulation (ESR), including NF3 emissions and with the use of the GWP values of the IPCC AR5.



The EEA coordinates the Effort Sharing Legislation review of Member States’ greenhouse gas inventories, so that the European Commission can determine compliance with the annual Effort Sharing Legislation targets on the basis of accurate, reliable and verified emission data. Review reports and final Effort Sharing Legislation emissions are published by the European Commission. The Effort Sharing Legislation emissions for the period 2005–2012 and for the latest year ('Y-1') are estimated by EEA on the basis of national GHG inventory data and ETS emissions.

Statement

This data is based on the official GHG inventories submitted by the 27 EU Member States to the EEA, as well as on the projected GHG emissions submitted by the Member States under the Governance Regulation. EU ETS emissions, as reported to the European Commission by operators of industrial installations and aircraft, are also used. When available, approximate estimates of GHG emissions for the year (X - 1) are also presented.



EEA supports the European Commission by preparing a comprehensive review of the data which feeds into this dataset.
